Peter is the grandson of former Philadelphia City Councilman Jimmy Tayoun, and brings a deep respect for neighborhood dynamics, civic leadership, and reputation in a relationship-driven city. At Pillar 15, he applies that same numbers-first approach to underwriting, deal strategy, and execution across Philadelphia multifamily.

Richard is a real estate entrepreneur and developer with 35+ years of experience delivering residential and mixed-use projects across the U.S. He has completed 2,500+ projects and delivered $50M+ in total project value, leading work from acquisition and planning through construction and delivery. Execution is powered by Allcare Design Build Inc., his in-house design-build firm, giving full control over design, budgets, timelines, and build quality. At Pillar 15, Richard brings deep field experience, disciplined project management, and a reputation for clean execution that keeps developments moving from start to finish.

He brings strong deal sourcing, market insight, and transaction experience to every opportunity, helping projects move from concept to close with clarity and speed. Zarell is currently leading the development of a 260-unit multifamily apartment project in Cleveland, giving him real-time experience in large-scale multifamily execution and long-term asset strategy.
